According to The Telegraph, Swans manager Paul Clement wants to launch an ambitious bid to bring the England international to Wales.
However, they could face competition from West Ham and Newcastle, with Wilshere wanting to join the Hammers if a fee can be agreed, according to the Star.
Arsenal have already turned down a bid from Sampdoria for the 25-year-old, who’s been allowed to leave the Emirates, and are holding out for a deal worth close to £20m.
Additionally, Arsenal are in talks with Crystal Palace of a sale of out-of-favour full-back Calum Chambers, according to The Guardian.
The two clubs are reportedly moving towards agreeing a fee somewhere between Arsenal’s £25m valuation and Palace’s £16m offer.

Arsene Wenger has insisted Alexis Sanchez won’t be sold, but that won’t stop PSG making an enormous bid to sign the Arsenal attacker.
The French club is ready to make a stunning £70 million ($115m) offer for the Chilean attacker, who has a year left on his Gunners contract, according to The Mirror.
PSG believe Sanchez could join PSG given Arsenal don’t want to sell him to a Premier League rival such as Manchester City.
Also, the Ligue 1 side is reportedly prepared to pay the forward’s wage demand (to sign a new Arsenal deal) of £400,000-a-week.
According to The Guardian, Sanchez and his agent Fernando Felicevich held talks in Paris with PSG sporting director Antero Henrique over a move.
They reportedly met at the five-star Royal Monceau Raffles, with Sanchez arriving in a limousine.
According to the report, the club and player’s representatives are close to an agreement on a deal, and PSG will make an opening offer.

Akinwunmi Ambode cast his vote at unity 10, wold A6, Ogunmodede juniors college in Epe He said that electing credible leaders would enable the residents to reap the dividends of democracy. The governor called the electorate to come out en masse to perform their civic rights. “We have tried at the state level, but we also need to put credible people at the local government level because that is the nearest government to our people. “All that we have been advocating is participatory governance; if you do not take part, you will not be part of what is coming out; the whole essence is to elect people who will touch your needs,” he said. The governor commended Lagos State Independent Electoral Commission (LASIEC) on the conduct of the election. Ambode described the security arrangement for the exercise as impressive, expressing the optimism that it would be free and fair. “From the reports I have received from all the other parts of Lagos State, we are pleased with what is going on; voting has commenced and the whole process has been very peaceful so far. “You know council election has not taken place in the state in the last five years; we are happy that we are able to do this and enhance democratic values that we are trying to build in the country. “Lagos is too cosmopolitan for us not to have credible elections; we need to enhance democracy in the country, and that is what we are trying to do today,” Ambode said. Ambode’s deputy, Dr Idiat Adebule, voted at 10.00am, at Ward A, Polling Unit 013 at Devince Bus stop, Iba Local Council Development Area (LCDA).

Pics: Arsenal signing takes part in first training session as Gunners start pre-season Arsenal players begun their pre-season training today as the likes of Theo Walcott, Danny Welbeck, Per Mertesacker and summer signing Sead Kolasinac got back to work.
The Gunners are regrouping for the first time since their FA Cup final triumph in May, which followed an ultimately disappointing season in which they finished fifth in the Premier League.
Arsene Wenger and co. will now be preparing for Europa League football in the season to come, with the notorious long-haul Thursday nights bound to take their toll at some point.
It’s essential that Arsenal get off to a good start in pre-season, and a number of senior players were back at Colney to get going.
If latest reports are to be believed, incoming signing Alexandre Lacazette is also said to be there, with an official announcement expected to be imminent.

McEneff was recommended to Wenger
‘I’m probably the first Irish person over here [at Arsenal] in a good few years as well which is even better,’ said McEneff.
‘The last two years have gone quick so now it’s only the start.
‘I’m the only one not from England that they’ve signed, so obviously that’s a good sign and they can pick from anywhere really.
‘The manager was saying, everyone might come over and think it’s going to be easy but they told us it was going to be hard work. Hopefully I do my best, impress and get into the first team some day.’
